29 CFR 1926.453(b)(2)(iv): Employees shall always stand firmly on the floor of the basket, and shall not sit or climb on the edge of the basket or use planks, ladders, or other devices for a work position. a) On or about 03/22/12, on hotel construction site at 164 Slade Ave., West Seneca, NY: An employee was in the basket of an aerial lift elevated approx. 60 ft. above the ground. The employee was wearing a full body harness with an approx. 6 ft. lanyard attached to the back ring on his harness. The other end of the lanyard was attached to a retractable lifeline device which in turn was connected to the anchor point inside the basket. The employee was assisting another employee who was on the steep roof of the building installing standing seam roof panels. At times, the employee in the lift was observed standing on the mid-rail, and top-rail of the guardrail system inside the "basket" of the lift, and also on the roof itself while still tied off to the anchor point inside the basket. NO ABATEMENT CERTIFICATION REQUIRED
