OSH ACT of 1970 Section (5)(a)(1):     The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to dust explosion, deflagration, or other fire hazards as a result of working near a dust collection system, handling combustible pigments, which was not adequately designed to prevent or minimize employee exposure in the event of a deflagration occurring within the media-type dust collector.    a)  The Donaldson-Torit media-type dust collector was inside the building and lacked explosion protection.  The dust collector also lacked a means of deflagration isolation to protect the upstream process, the downstream exhaust, and the collection drums located beneath the collector.    Abatement certification is required for this item inaccordance with 29 CFR 1903.19(c).
