29 CFR 1926.600(a)(3)(i): Bulldozer and scraper blades, end-loader buckets, dump bodies, and similar equipment, were not either fully lowered or blocked when being repaired or when not in use:     (a) Near Vandergrift Boulevard on or about March 23, 2012, a backhoe's outriggers and front bucket were not lowered to the ground or blocked.  There were traffic control devices in the bucket.  The parking brake was set the and motor was off.  Employees were nearby on lunch break.
