29 CFR 1926.501(b)(1):  "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.     At the job site, 1119 Ratone, Manhattan, Kansas, two employees were installing sheetrock on the upper floor apartments without the use of guarrails or other fall protection.  Employees were exposed to fall hazards of approximately 11 and 22 feet to the ground as they walked along the exterior balcony areas.

At the job site, 11198 Ratone, Manhattan, Kansas, two employees were using stairways without stairrails to gain access to the second and third floor of the structure.  Employees were exposed to fall hazards of  approximately 22 feet to the ground.

29 CFR 1926.1052(c)(4): Midrails, screens, mesh, intermediate vertical members, or equivalent intermediate structural members, shall be provided between the top rail of the stairrail system and the stairway steps.    At the job site, 1119 Ratone, Manhattan, Kansas, employees were using the stairs to gain access to the second and third floors of the structure without midrails or equivalent in place.  Employees were exposed to fall hazards of approximately 22 feet.
