29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a)  On or about April 4, 2012, and at times prior, the employer had not developed or implemented a written hazard communicatoins program to inform employees of the hazardous chemicals in the workplace and the hazards associated with them.      An effective hazard communication shall include the following elements:    1. Labels and other form of warning    2. Material Safety Data Sheets    3. Employee information and training    Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
