29 CFR 1903.19(c)(1):     Within 10 calendar days after the abatement date, the employer must certify to OSHA (the Agency) that each cited violation has been abated, except as provided in paragraph (c)(2) of this section.    The employer did not provide the Occupational Safety and Health Administration certification of abatement as required for Citation #1, Item #6 and Citation #2, Items #1 & #2.    29 CFR 1903.19(c)(1) requires certification that the abatement of the above violation is completed.

Combustible waste material and residues in a building or unit operating area was not kept to a minimum, stored in covered metal receptacles and disposed of daily.    At 2700 E. 4th St, Hutchinson, KS in the Trailer Maintenance Shop, an oily rag container was not being emptied daily resulting in a container overflowing with rags, exposing employees to a potential fire hazard.

29 CFR 1910.212(a)(1):  One or more methods of machine guarding was not provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices,electronic safety devices, etc.    At 2700 E. 4th St, Hutchinson, KS in the Trailer Maintenance Shop, the Duracraft Drill Press was not equipped with a point of operation guard, exposing employees to an abrasion and laceration hazard.

29 CFR 1910.303(g)(2)(i)(A):  Live parts of electric equipment operating at 50 volts or more were not guarded against accidental contact by use of approved cabinets or other forms of approved enclosures or by location in a room, vault, or similar enclosure that is accessible only to qualified persons:    At 2700 E. 4th St, Hutchinson, KS in the Trailer Maintenance Shop, a circuit breaker panel has been modified to act as an electrical enclosure panel, which was accessible by unqualified personnel in that the door could not be locked, exposing employees to an electrical shock hazard.

At 2700 E. 4th St, Hutchinson, KS in the Trailer Maintenance Shop,  unused openings in electrical cabinets and boxes were not effectively closed, exposing employees to electrical shock hazards in the following instances.    1) Converted circuit breaker panel being used as an electrical enclosure box had two unused openings.    2) Light switch in the shop had an unused opening.
