29 CFR 1926.100(a):     Employees were not protected by protective helmets while working in areas where there was a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns:    At the job site, an employee was working without a hard hat under/near an employee that was using a hand scraper and brick hammer on the second level of a tubular welded scaffold.  The employee on the second level of the tubular welded scaffold was approximately 14 feet, 10 inches above ground level.    Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citation(s).

29 CFR 1926.451(f)(7):     Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:    At the job site, a worker was using a scraper and brick hammer to prepare window sills for recoating from the second level of a mobile tubular welded scaffold.  The second level (approximately 14 feet, 10 inches above ground level ) of the scaffold had open ends and no toe boards to protect ground personnel from falling objects.      Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citation(s).
