29 CFR 1910.1025(c)(1):     Employee(s) were exposed to lead at concentrations greater than fifty micrograms per cubic meter of air averaged over an eight-hour period:    a.  On or about 4/13/2012, Shop, an abrasive blasting cabinet operator's personal 8-hour time-weighted average (8-Hr TWA) exposure to Lead was 65 ug/m3 during abrasive blasting of aircraft engine cylinders and parts contaminated with Lead.  This exposure exceeded the OSHA 8-Hr TWA Lead PEL of 50 ug/m3 by 1.3 times.  The personal air monitoring consisted of three samples collected during a 274 minute sampling period on 4/13/12.  The remaining un-sampled time of 206 minutes was included in the 8-Hr TWA as a zero Lead exposure period.

29 CFR 1910.1025(e)(1)(i):     For any employees exposed to lead above the permissible exposure limit for more than 30 days per year the employer did not implement engineering and work practice controls (including administrative controls) were not implemented to reduce and maintain employee exposure to lead :    a.  On or about 4/13/2012, Shop, Engineering and work practice controls were not implemented which include but are not limited to adding abrasive media without opening cabinet doors (loading media through the reclaimer door instead), prompt closing of abrasive cabinet doors, following manufacturers recommended blast pressure of 80 PSI, storing spent abrasive media in covered waste receptacles, prohibiting cleaning and re-use of spent cabinet air filters, and the use of a HEPA filter for blast cabinet exhaust ventilation where employees cleaned combustion residue from aircraft engine cylinders and parts contaminated with Lead and where the OSHA Lead PEL was exceeded.
