29 CFR 1910.253(b)(2)(ii):     Assigned storage spaces for cylinders was not located away from elevators, stairs, or gangways where cylinders could not be knocked over or damaged by passing or falling objects, or subject to tampering by unauthorized persons:  (a)(LOCATION)(IDENTIFY SPECIFIC OPERATIONS AND/OR CONDITIONS)(IDENTIFY SOURCE OF HEAT)      The compressed oxygen and acetylene cylinders stored in the tire change area were not stored in a manner to prevent accidental tipping or knock over.        Abatement certification and abatement documentation is required for this violation.  The documentation should include   written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citation(s).

29 CFR 1910.253(b)(2)(iv):     Valve protection caps, where cylinders were designed to accept caps, were not always in place, hand-tight, except when cylinders were in use or connected for use:  (a)(LOCATION)(IDENTIFY SPECIFIC OPERATIONS AND/OR CONDITIONS)(PROVIDE MEASUREMENTS OF DISTANCE WHEN INVOLVED)      Cylinders stored in the tire change area were not stored with the protective caps in place.      Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citation(s).

29 CFR 1910.253(b)(4)(i):     Oxygen cylinders were stored near highly combustible material, especially oil and grease; or near reserve stocks of carbide and acetylene or other fuel-gas cylinders, or near other substance likely to cause or accelerate fire; or  (a) (LOCATION) (IDENTIFY SPECIFIC OPERATIONS AND/OR CONDITIONS)        In the tire change area the employer allowed the oxygen cylinder to be stored near a five gallon bucket of grease and also near the gasoline recovery tank.  both items were withing five feet of the stored cylnders with no divider between them.
