29 CFR 1926.502(h)(1)(V): "Roofing work on Low-slope roofs." Except as otherwise provided in paragraph (b) of this section,each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. Or, on roofs 50-feet (15.25 m) or less in width (see Appendix A to subpart M of this part), the use of a safety monitoring system alone [i.e. without the warning line system is permitted. a) Jobsite, Emergency Operations Center, 131 Armsdale Road, Kittanning, PA: On or before 4/20/12, the safety monitor was performing other duties which distracted his attention from his safety monitoring duties. Employees were exposed to fall hazards of approximately 14 feet 4 inches while moving material about the roof. The employer, Pennsylvania Roofing Systems Inc., was previously cited for a violation of this Occupational Safety and Health Administration standard or its equivalent standard 1926.501(b)(10) which was contained in OSHA Inspection number 314113093, Citation number 2, Item number 1, issued on March 4, 2011, with respect to a workplace located at 223 Clever Road, McKees Rocks, Pennsylvania. In addition, the employer Pennsylvania Roofing Systems Inc., was previously cited for a violation of this Occupational Safety and Health Administration standard or its equivalent standard 1926.501(b)(10) which was contained in OSHA Inspection number 314107335, Citation number 1, Item number 3a, issued on September 8, 2010, with respect to a workplace located at 9600 Babcock Boulevard, Allison Park, PA.
