29 CFR 1910.23(d)(1): Every flight of stairs having four or more risers was not equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section, the width of the stair to be measured clear of all obstructions except handrails: Service rig carrier driver's side: On or about April 10, 2012, employees operating a service rig during the replacement of an oil/gas well drilling used a set of stairs to access the rig carrier platform. The stairs did not have handrails installed exposing the employees to the hazard of falling over 4 feet.
