29 CFR 1926.502(k)(7): The fall protection plan shall identify each location where conventional fall protection methods cannot be used. These locations shall then be classified as controlled access zones and the employer must comply with the criteria in paragraph (g) of this section. a) Center of the Leading Edge Deck - Carpenters and laborers were observed performing leading edge operations where the guardrail was not installed allowing workers to freely move into the leading edge work area exposing them to a 10 foot fall hazard.
