29 CFR 1910.107(g)(2):     Cleaning. All spraying areas shall be kept as free from the accumulation of deposits of combustible residues as practical, with cleaning conducted daily if necessary. Scrapers, spuds, or other such tools used for cleaning purposes shall be of nonsparking material:  Painters were exposed to fire hazards in that the area under the automatic heads in spray paint booths located in Central Processing-plant 1 were not kept free of paint residue.

29 CFR 1910.1026(h)(2)(iii):     When contaminated protective clothing or equipment is removed for laundering, cleaning, maintenance, or disposal, the employer shall ensure that it is stored and transported in sealed, impermeable bags or other closed, impermeable containers.  Employees working in B46 were exposed to Chromium VI in that personal protective equipment was removed from the regulated area without being sealed in an impermeable bag or container:  1) tyvek suits were placed in an open container when taken for disposal,  2) shoes used for painting were stored in employee's toolbox which was also used outside the regulated area.

29 CFR 1910.1026(j)(2)(ii):     Dry shoveling, dry sweeping, and dry brushing may be used only where HEPA-filtered vacuuming or other methods that minimize the likelihood of exposure to chromium (VI) have been tried and found not to be effective:  Employees working in Buildings 90 and B46 were exposed to chromium VI hazards in that dry sweeping of the sanding booth floors was done routinely when cleaning.

29 CFR 1910.134(c)(1):     In any workplace where respirators are necessary to protect the health of the employee or whenever respirators are required by the employer, the employer shall establish and implement a written respiratory protection program with worksite-specific procedures. The program shall be updated as necessary to reflect those changes in workplace conditions that affect respirator use. The employer shall include in the program the following provisions of this section, as applicable:  The written respiratory protection program was not worksite-specific. Employees performed multiple work tasks with a variety of respirators available and procedures including what type of respirator was required for each job task were not established.
