Specifically, a procedure for locking out the Direct Current Stingers used to energize railcars was not developed as required under this standard.           Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citations.

29 CFR 1910.147(f)(3)(i):     A procedure was not utilized to afford the employees a level of protection equivalent to that provided by the implementation of a personal lockout or tagout device when servicing and/or maintenance was performed by a crew, craft, department or other group.  That procedure did not afford the employees a level of protection equivalent to that provided by the implementation of a personal lockout or tagout device.      Rail Car Testing Facility, 6600 NW 27th Street, Lincoln, NE:  The employer is utilizing a group lockout process in which supervisory personnel would lockout 650 volt DC stinger units so that the test personnel in the area could perform their normal work activities.  This process fails to afford the exposed employee a level of protection that is equivalent to a personalized lockout device.         Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citations.
