29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502. a) Located along the front, rear and side area(s) of the 6 in 12 residential roof deck structure in lieu of conventional fall protection the employer did not utilize an alternative fall protection plan nor comply with appendix E, Subpart M fall protection while employees were engaged or observed engaged in unprotected edge roof sheeting associated operations exposing employees to fall protentials in excess of 11'.
