29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, and uprights shall bear on base plates and mud sills or other adequate firm foundation. At the site at the rear of Building 25: Pump jack scaffold legs were not bearing on base plates when positioned on uncompacted soil.

29 CFR 1926.452(j)(2): Poles shall be secured to the structure by rigid triangular bracing or equivalent at the bottom,top, and other points as necessary. When the pump jack has to pass bracing already installed, an additional brace shall be installed approximately 4feet (1.2 m) above the brace to be passed, and shall be left in place until the pump jack has been moved and the original brace reinstalled. At the site at the rear of Builidng 25: Pump jack poles had not been secured to the building at the bottom.
