29 CFR 1910.23(c)(3):     Regardless of height, open-sided floors, walkways, platforms, or runways above or adjacent to dangerous equipment, pickling or galvanizing tanks, degreasing units, and similar hazards were not guarded with a standard railing and toe board.    On or about May 4, 2012, and at times prior thereto,  employees were working on a platform above ground level, the platform did not have any guardrailing.  The employees were exposed to falling onto objects on the floor that could cause serious injury.
