OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees working from the derrick board, in case of an emergency, are exposed to having a means of egress blocked:    The rig derrick:  On or about May 7, 2012, and at times prior thereto, employees had drilled an oil/gas well and were rigging down (disassembling) the drilling rig.  Those employees working on the derrick racking board were not provided with a secondary means of egress.  This exposed those employees to the hazard of a blowout, and/or fire and explosion.  The American Petroleum Institute Recommended Practices for Occupational Safety for Oil and Gas Well Drilling and Servicing Operations, RP 54, 6.10.1, requires that an auxiliary means of escape be installed on rig mast/derricks and that it provides a ready and convenient means of escape from the derrickman's working platform.
