29 CFR 1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface shall be used. Crossbraces shall not be used as a means of access. a) Site - West side of building scaffold: Employees were exposed to fall hazards while working from a fabricated frame scaffold 18 feet above ground level that was not equipped with a safe point (i.e. ladder) for access. RUFINO BASTIDA WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD 29 CFR 1926.351(e)(1), WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 314641572, CITATION NUMBER 01, ITEM NUMBER 002 AND WAS AFFIRMED AS A FINAL ORDER ON JULY 7, 2011, WITH RESPECT TO A WORKPLACE LOCATED AT 4904 SYDNEY LANE; MARIETTA, GA. Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews. a) Site - West side of building scaffold: Employees were exposed to fall hazards while working from a fabricated frame scaffold 18 feet above ground level that did not have a guardrail system installed along the open sides and ends of the working platform.
