29 CFR 1910.147(c)(4)(i):  Procedures shall be developed, documented and utilized for the control of potentially hazardous energy when employees are engaged in the activities covered by this section.     The employer had not developed specific written procedures for the control of hazardous energy when employees are utilizing Lockout Tagout procedures.  Employees were exposed to the hazards associated with the unexpected start-up or reenergization of the following equipment:    (1)  DMS 5Axis Router    (2)  Hydraulic Press #1    (3)  Hydraulic Press #2
