29 CFR 1926.1051(a): A stairway or ladder shall be provided at all personnel points of access where there is a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist is provided. a) At the worksite, the employer did not ensure/enforce that adequate access/egress was provided for employees entering new build residential house from the garage area entrance, thereby exposing employees to a potential trip/fall hazard.

29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, shall be equipped with: One stairrail system along each unprotected side or edge. Note: When the top edge of a stairrail system also serves as a handrail, paragraph (c)(7) of this section applies. a) At the worksite, the employer did not ensure/enforce that stairrails were provided for employees accessing/exiting the stairs to and/or from the first floor area, to the basement area, thereby exposing employees to a potential trip/fall hazard.
