29 CFR 1926.304(d):     When the tool was withdrawn from the work, the lower guard did not automatically and instantly return to the covering position:    a) Rear of residence at 945 Reece Road Alpharetta, Georgia: An employee was using two seven and one quarter inch circular saws to cut siding to size for installation. The blade guards of the two circular saws had been blocked in the fully open position exposing the employee to amputation hazards.

29 CFR 1926.451(g)(1):     Each employee on a scaffold more than 10 feet above a lower level were not protected from falling to that lower level.    a) Rear of residence at 945 Reece Road Alpharetta, Georgia: An employee installing siding from a working platform of a pump jack scaffold, approximately 20-feet 3-inches above ground level, was exposed to fall hazard, as the employee was not wearing a personal fall arrest system and neither guard rails nor safety nets had been installed.

29 CFR 1926.452(j)(2):     Poles shall be secured to the structure by rigid triangular bracing or equivalent at the bottom, top, and other points as necessary. When the pump jack has to pass bracing already installed, an additional brace shall be installed approximately 4 feet (1.2 m) above the brace to be passed, and shall be left in place until the pump jack has been moved and the original brace reinstalled.    a) Rear of residence at 945 Reece Road Alpharetta, Georgia: The top of the pump jack scaffold system poles where securely braced to the structure. However, the bottoms of the poles, which were not braced to the structure to prevent movement or dislocation, presented a fall hazard of 20-feet 3-inches.

29 CFR 1926.501(b)(13):     "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502.  Note: There is a presumption that it is feasible and will not create a greater hazard to implement at least one of the above-listed fall protection systems. Accordingly, the employer has the burden of establishing that it is appropriate to implement a fall protection plan which complies with 1926.502(k) for a particular workplace situation, in lieu of implementing any of those systems.    a) Rear of residence at 945 Reece Road Alpharetta, Georgia:The employer exposed an employee to fall hazards who was installing siding without the use of fall protection systems. The employee was working from a steep, 8 in 12, pitched roof 17-feet 10-inches above ground without protection from fall hazards.
