29 CFR 1910.36(b)(1): At least two exit routes must be available in a workplace to permit prompt evacuation of employees and other building occupants during an emergency, except as allowed in paragraph (b)(3) of this section. The exit routes must be located as far away as practical from each other so that if one exit route is blocked by fire or smoke, employees can evacuate using the second exit route.        a.  Park Headquarters - On or about May 11, 2012 and at times prior thereto, employees, on the second and third floors,  are required climb out a window and use a collapseable ladder as an emergency exit.

29 CFR 1910.37(a)(3):   Material or equipment was placed either permanently or temporarily within the exit route.  The exit acess must not go through a room that can locked to reach an exit discharge:      a.  Park Headquarters, 3rd floor office, window exit - On or about May 11, 2012 and at times prior thereto, a table and work stations block access to the window exit.      b.  Park Headquarters, 2nd floor office, window exit - On or about May 11, 2012 and at times prior thereto, the exit access was partially blocked by a paper shredder and office chair.  Additionally, the office door can be locked from the inside.
