29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On 04/20/12 and times prior, employees were using a mobile scaffold with out fall protection to gain acces to upper levels. This conditon exposed employees to a fall up to 12 feet to the ground below.

29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems or fall restraint systems. On 04/20/12 and times prior to , employees performing steal erection on a comecial building under construction was nto wearing any type of fall protection. This conditioon exposed employee to a fall up to 40 feet to the ground below.
