29 CFR 1910.147(c)(1):     Energy control program. The employer shall establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative.    Facility-wide:  The employer did not establish energy control procedures for The elevator, boilers, dryers, hot water heaters and other equipment with multiple sources of energy to ensure that no unexpected startup or release of stored energy could occur.

29 CFR 1910.1200(e)(2):     "Multi-employer workplaces." Employers who produce, use, or store hazardous chemicals at a workplace in such a way that the employees of other employer(s) may be exposed (for example, employees of a construction contractor working on-site) shall additionally ensure that the hazard communication programs developed and implemented under this paragraph (e) include the following: (i) how the employer will proviide on site access to material safety data sheets, (ii) what precautionary measures need to be taken to protect employees, and (iii) the employer's labeling system:    Facility -  the employer had not established a procedure to inform outside contractors about the hazardous chemicals on the worksite.
