29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9m) above the upper landing surface to which the ladder was used to gain access:    a)  On or about May 15, 2012, employees using a portable ladder to access the roof area were exposed to fall injury in that the ladder was not secured in place nor did the side rails of the ladder extend at least 3 feet above the upper landing surface. 29 CFR 1926.1053(b)(13): The top or top step of a step ladder was used as a step:     a) On or about May 15, 2012, employees were standing on the top step of 6 foot step ladder.  Framers working off of the top step were exposed to fall hazards in excess of 7 feet while they were extending the roof area above the front door. 29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net systems, or personal fall arrest system, nor were other provisions of paragraph (b) of this section used to provide an alternative fall protection measure:    a) On or about May 15, 2012 employees were exposed to fall hazards in excess of 9 feet, when working near the edge of and/or walking across the roof area without fall protection.    El Patto Construction was as previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA Inspection Number 110486362, Citation Number 1, Item Number 2, Issued on September 22, 2008, with respect to a workplace located at 485 W. Happy Canyon Road, Castle Rock, CO 80108.  This citation became final on October 9, 2008.     Abatement Note: Abatement Certification and Documentation are required for this item.
