29 CFR 1926.451(g)(4)(i): Guardrail systems shall be installed along all open sides and ends of platforms. Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews.    On or about 5/9/12, at the ONeal Village shopping center, the employer allowed the employees to use a scaffold with no top railings and side railings to protect them from a fall of approximately ten feet.
