An employee was exposed to PNOR at 60.4 mg/m3 which was 403 percent of the PEL of 15 mg/m3.    (b)	Reliant Enterprises, LLC:  On or about June 15, 2012, at the work site located at the Walbridge Road and Interstate 280 bridge, Millbury, Ohio, the employer did not ensure that an employee performing bridge blasting operations was not exposed to particulates not otherwise regulated (PNOR) above the permissible exposure limit (PEL).  An employee was exposed to PNOR at 169 mg/m3 which was 1,127 percent of the PEL of 15 mg/m3. 29 CFR 1926.55(b):  To achieve compliance with paragraph (a) of this section, administrative or engineering controls must first be implemented whenever feasible.    (a)	Reliant Enterprises, LLC:  On or about June 15, 2012, at the work site located at the Walbridge Road and Interstate 280 bridge, Millbury, Ohio, the employer did not ensure that engineering and work practice controls were implemented to limit employee exposure to particulates not otherwise regulated (PNOR).  An employee was exposed to PNOR at 60.4 mg/m3 which was 403 percent of the PEL of 15 mg/m3.    (b)	Reliant Enterprises, LLC:  On or about June 15, 2012, at the work site located at the Walbridge Road and Interstate 280 bridge, Millbury, Ohio, the employer did not ensure that engineering and work practice controls were implemented to limit employee exposure to particulates not otherwise regulated (PNOR).  An employee was exposed to PNOR at 169 mg/m3 which was 1,127 percent of the PEL of 15 mg/m3. Step 2:  Submit to the Area Director a written, detailed plan of abatement outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposure to hazardous substances as referenced in this citation.  This plan shall include, at a minimum, target dates for the following actions which must be consistent with the abatement dates required by this citation:    1.	Evaluation of engineering/administrative control options;  2.	Selection of optimum control methods and completion of design;  3.	Procurement, installation and operation of selected control measures;  4.	Testing and acceptance or modification/redesign of controls.    Step 3:  Abatement shall have been completed by the implementation of feasible engineering controls and/or administrative controls upon verification of their effectiveness in achieving compliance.    	Feasible engineering controls include, but are not limited to:  (1)  Use an additional dust collector or a dust collector with greater air handling capabilities.   (2)  Use local dust collection to capture the dust at the source  (3)  Use non-abrasive blasting methods to remove the paint  (4)  Clean the abrasive blasting unit between jobs to ensure lead containing material is not carried over to the next job

An employee performing abrasive blasting of a bridge was exposed to lead at 285 ug/m3 which was 570 percent of the PEL of 50 ug/m3.  (b)	Reliant Enterprises, LLC:  On or about June 15, 2012, at the work site located at the Walbridge Road and Interstate 280 bridge, Millbury, Ohio, the employer did not ensure that engineering and work practice controls were implemented to limit employee exposure to lead.  An employee performing abrasive blasting of a bridge was exposed to lead at 1,135 ug/m3 which was 2,270 percent of the PEL of 50 ug/m3.  (c)	Reliant Enterprises, LLC:  On or about June 15, 2012, at the work site located at the Walbridge Road and Interstate 280 bridge, Millbury, Ohio, the employer did not ensure that engineering and work practice controls were implemented to limit employee exposure to lead.  An employee performing abrasive blasting of a bridge was exposed to lead at 928 ug/m3 which was 1,856 percent of the PEL of 50 ug/m3. The Reliant Enterprises, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.62(c)(1) which was contained in OSHA inspection number 97803, citation number 1, item number 2, and was affirmed as a final order on 02/21/2012, with respect to a workplace located at State Route 65, Mile 5.86, Lucas County, Ohio.
