29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means.    The employer does not ensure all electrical power circuits employees work near are de-energized and grounded or effectively guarded by insulation or other means.  This violation occurred on or about April 24, 2012, at the construction site where an employee was expose to electrical hazards while installing a flag pole in close proximity to an energized power line without the protection of de-energizing and grounding the circuit or effectively guarding by insulation or other means.    Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that employees working in proximity to any life part of an electrical power circuit are protected against contacting the life electrical circuit by de-energizing the circuit and grounding it, or by guarding it effectively by insulation or other means.
