29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy a) On or about 05/23/2012 throughout the establishment; where the employer's energy control program utilizes a procedure identified as "E-Stop + 1" which does not require deenergization and lockout for activities including, but not limited to: clearing jams, changeovers and straightening boxes on a palletizer. The employer allows employees to perform these activities by utilizing control circuit devices such as an e-stop rather than energy isolating devices and locks for these activities. ABATEMENT CERTIFICATION REQUIRED
