29 CFR 1926.501(b)(6): "Ramps, runways, and other walkways." Each employee on ramps, runways, and other walkways shall be protected from falling 6 feet (1.8 m) or more to lower levels by guardrail systems. At the site, standing on a 4' by 8' piece of 3/4" plywood, which rested at one end on the edge of a dumpster and the end on the concrete guard wall of an elevated parking lot, exposing employees to fall hazards.

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. At the site, where employees lacked sufficient training to determine a safe manner to load a dumpster with debris without exposing workers to fall hazards.
