29 CFR 1926.20(b)(1):   The employer did not initiate and maintain accident prevention programs as necessary to comply with this part:      (a)    On or about May 18, 2012, and at times prior thereto, the Controlling employer, Robnett Properties, Inc. did not ensure that the President of Committed Framing, Inc. was included in an accident prevention program.     (b)    On or about May 18, 2012, and at times prior thereto,  the Controlling employer, Robnett Properties, Inc. did not ensure that the Co-Owner of 3D Construction was included in an accident prevention program.     (c)    On or about May 18, 2012, and at times prior thereto, the Controlling employer, Robnett Properties, Inc. did not ensure that the Owner of Streamline Painting was included in an accident prevention program.     (d)    On or about May 18, 2012, and at times prior thereto, the Controlling employer, Robnett Properties, Inc. did not ensure that the Manager of Hammerheads, LLC was included in an accident prevention program.       Note:  Abatement certification is required for this item.

29 CFR 1926.20(b)(2):   The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s)      (a)    On or about May 18, 2012, and at times prior thereto, the Controlling employer, Robnett Properties, Inc. did not ensure that the President of Committed Framing, Inc. and his employee were protected from residential construction hazards by frequent and regular inspections done by a competent person.     (b)    On or about May 18, 2012, and at times prior thereto,  the Controlling employer, Robnett Properties, Inc. did not ensure that the Co-Owner of 3D Construction was protected from residential construction hazards by frequent and regular inspections done by a competent person.     (c)    On or about May 18, 2012, and at times prior thereto, the Controlling employer, Robnett Properties, Inc. did not ensure that the Owner of Streamline Painting was protected from residential construction hazards by frequent and regular inspections done by a competent person. 29 CFR 1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502.    (a)    On or about May 18, 2012, and at times prior thereto,  the Controlling employer, Robnett Properties, Inc. did not ensure that the President of Committed Framing, Inc. was  protected from fall hazards while sheathing the roof on a single story residence with a 6:12 pitch roof and over 8 feet to the ground.    (b)    On or about May 18, 2012, and at times prior thereto,  the Controlling employer, Robnett Properties, Inc. did not ensure that the Co-Owner of 3D Construction was protected from fall hazards while sheathing the roof on a single story residence with a 6:12 pitch roof and over 8 feet to the ground.
