29 CFR 1903.19(d)(1):  The employer did not submit to the Agency documents demonstrating that abatement was complete for any serious violation for which the Agency indicated in the citation that such abatement documentation was required:     On June 20, 2012, Gordon Spradlin dba Gordon Spradlin Mobile Homes was issued citations and the employer did not verify, through documents that each citation was abated.  Abatement documentation was not received for the following violations:      a.	Citation 1 Item 1a,   b.	Citation 1 Item 1b, and   c.	Citation 1 Item 2.

29 CFR 1926.501(b)(1):     Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    Employees working on a roof of a modular home were exposed to a fall hazards while preparing the home for transport because appropriate fall protection was not being utilized.

29 CFR 1926.503(a)(1):     The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:        Employees were exposed to fall hazards while preparing a modular home for transport without appropriate fall protection in place and were not trained to recognize the hazards of falling and the procedures to be followed in order to minimize the hazards.

29 CFR 1926.20(b)(1):     It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part.    Employees working on a roof were exposed to fall hazards because the employer did not initiate and maintain an accident prevention program to control and eliminate the hazards present at the jobsite in accordance with the OSHA regulations.
