29 CFR 1926.501(b)(2)(ii): Each employee on a walking/working surface 6 feet (1.8 m) or more above a lower level where leading edges are under construction, but who was not engaged in the leading edge work, was not protected from falling by a guardrail system, safety net system, or personal fall arrest system. Note: If a guardrail system was chosen to provide the fall protection, and a controlled access zone had already been established for leading edge work, the control line may be used in lieu of a guardrail along the edge that parallels the leading edge. On June 7, 2012, an employee was not protected from a fall where a leading edge was being constructed, exposing him to a fall hazard of 18- 21.5 feet. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
