29 CFR 1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface shall be used. Crossbraces shall not be used as a means of access. (a). Worksite located at 4226 N. Belt Highway, St. Joseph, Missouri- Employees were exposed to a fall hazard in that employees were observed climbing out of the scissor lift using the midrail as well as the toprail to access the awning structure.

29 CFR 1926.451(g)(4)(iv): When midrails are used, they shall be installed at a height approximately midway between the top edge of the guardrail system and the platform surface. (a). Worksite located at 4226 N. Belt Highway, St. Joseph, Missouri- Employees were exposed to a fall hazard while working on a scissor lift in which the midrail on the end of the platform had been removed.
