29 CFR 1910.28(a)(2): The footings or anchorages for scaffolds were not sound, rigid, and capable of carrying the maximum intended loads without settling or displacement:   a. 438 Summit Avenue, Jersey City, NJ - 6th floor windows - South side of building    Anchorage for boatswains scaffold used for window washing activities was not sound, rigid, and capable of carrying the maximum intended load without settling or displacement.  Boatswain scaffold was anchored to the building bulkhead ladder, thereby exposing employee to fall hazards.    Violation observed on or about June 7, 2012
