29 CFR 1910.28(a)(2): The footings or anchorages for scaffolds were not sound, rigid, and capable of carrying the maximum intended loads without settling or displacement:   a. 438 Summit Avenue, Jersey City, NJ - 6th floor windows - South side of building    Anchorage for boatswains scaffold used for window washing activities was not sound, rigid, and capable of carrying the maximum intended load without settling or displacement.
