29 CFR 1910.23(c)(1):     Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards:    On and before, 2012, employees exposed to an open-sided floor or platform more than 4 feet above the adjacent floor or ground level while installing a network cabinet were not protected by guardrail systems.
