29 CFR 1926.452(w)(2): Scaffold casters and wheels shall be locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold is used in a stationary manner. On or about 05/24/2012, the employer did not ensure that the wheels of mobile scaffold were locked when in use by employees. An employee was observed on the second floor using a mobile scaffold, with the work level being 96 inches above the floor, with none of the wheels locked. This exposes the employee to falls from an elevation 0f 96 inches onto a cement floor.
