29 CFR 1926.651(b)(2): Utility companies or owners were not contacted within established or customary local response times, advised of the proposed work, and asked to establish the location of the utility underground installations prior to the start of actual excavation for a house foundation. a) Construction site - On or about May 2, 2012, The employer did not contact the utility company (via PA 1call) prior to commencing excavation for a residential basement and foundation in proximity to underground natural gas and electric transmission lines, exposing employees to potential hazard if the utilities were struck. No abatement certification or documentation required
