29 CFR 1926.28(a): The employer did not require the wearing of appropriate personal protective equipment in all operations where there is an exposure to hazardous conditions. The employer does not ensure that seatbelt is worn when operating a tractor. This violation was observed on or about June 11, 2012, on the construction site during a land preparation operation where employees were exposed to an ejection/struck-by hazard when operating the New Holland, model 3450 tractor without donning the seatbelt.
