Rescar, Inc., 450 Osborn Street, DuBois, PA 15801 - On or about 06/04/2012, and at times prior thereto, company employees worked with and around hazardous chemicals including but not limited to, new and used lubricating oils, mineral oils, solvents, and welding and cutting gases.  The company's written Hazard Communication Program was missing information including, but not limited to, the following:    1.) the designation of a person responsible for overall in-plant compliance with the Company's Hazard Communication Program;    2.) the designation of a person responsible for ensuring labeling of in-plant containers;    3.) the designation of a person responsible for ensuring proper labeling on incoming chemical containers;    4.) the description of the labeling system used in the plant;    5.) the procedures to review and update label information when necessary;    6.) the designation of a person responsible for obtaining and maintaining MSDSs;    7.) a description of how the MSDSs are maintained in the plant;    8.) the designation of a person to train employees when a new hazardous chemical is introduced into the workplace.
