29 CFR 1910.107(e)(2): Quantity. The quantity of flammable liquids or liquids with a flashpoint greater than 199.4 F (93 C) kept in the vicinity of spraying operations shall be the minimum required for operations and should ordinarily not exceed a supply for 1 day or one shift. Bulk storage of portable containers of flammable liquids or liquids with a flashpoint greater than 199.4 F (93 C) shall be in a separate, constructed building detached from other important buildings or cut off in a standard manner.    Antennae Dept., Spray Room:  On or about 6/18/12, and at times prior thereto, a 5-gallon can of lacquer thinner (Sunnyside, Flash Point 0 degrees F) was stored in the spray room and exceeded the amount required for the day.

29 CFR 1910.107(e)(4): Adequate precautions were not taken to protect against liquid spillage and sources of ignition when transferring flammable or combustible liquids:    Antennae Dept., Spray Room: On or about 6/18/12, and at times prior thereto, a 5-gallon can of Sunnyside lacquer thinner (Class 1B flammable) was poured directly into the spray gun container. Both the size and the weight of the can increased the chance of spillage.

Whenever flammable or combustible liquids are transferred from one container to another, both containers shall be effectively bonded and grounded to prevent discharge sparks of static electricity.    Antennae Dept., Spray Room:  On or about 6/18/12, and at times prior thereto, it was noted that flammable lacquer thinner (Sunnyside,  Flash Point 0 degrees F) was not bonded to the spray gun when being dispensed.

29 CFR 1910.107(g)(3): Residue disposal. Residue scrapings and debris contaminated with residue shall be immediately removed from the premises and properly disposed of. Approved metal waste cans shall be provided wherever rags or waste are impregnated with finishing material and all such rags or waste deposited therein immediately after use. The contents of waste cans shall be properly disposed of at least once daily or at the end of each shift.    Antennae Dept., Spray Room: Onor about 6/18/12, and at times prior thereto, rags and other combustible  materials soaked wiith flammable Sunnyside Laquer Thinner (Class 1B, Flash Point 0 degrees F) and spray paint residue (PSX 700 Engineered Siloxane Coating) were discarded into an open, plastic trash can instead of an approved metal receptacle with a lid.
