29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. a. On or about June 20, 2012 - at the above addressed jobsite, employees performing carpentry operations from rafters approximately twenty five (25) feet above the ground were not protected from falls, thereby exposing the employees to fall hazards. b. On or about June 20, 2012 - at the above addressed jobsite, employees performing carpentry operations on the second floor were exposed to falls of approximately fourteen (14) feet three (3) inches due to an unguarded wall opening.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, shall be equipped with at least one handrail. a. On or about June 20, 2012 - at the above addressed jobsite, the stairway on the front of the house was not provided with handrails, thereby exposing employees to fall hazards of approximately four (4) feet three (3) inches.
