29 CFR 1910.23(c)(1): Open-sided floor(s) or platform(s) 4 feet or more above the adjacent floor or ground level were not guarded by standard railings (or the equivalent as specified in 29 CFR 1910.23(e)(3)(i) through (v)), on all open sides: The employer does not ensure that open-sided floor or platform 4 feet or more above the ground are guarded by railing on all open sides. This violation was observed on or about June 19, 2012, on the unguarded flat roof of the building where employees were exposed to a fall hazard more than 4 feet when changing out light bulbs. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that open-sided floor(s) or platform(s) 4 feet or more above the adjacent floor or ground level are guarded by standard railings on all open sides.
