29 CFR 1910.95(c)(1): The employer did not administer a continuing, effective hearing conservation program as described in 29 CFR 1910.9(c) through (o) whenever employee noise exposures equal or exceed an 8-hour time-weighted average sound level of 85 decibels measured on the A scale, or equivalently a dose of fifty percent: a) The employer had not implemented a hearing conservation program for the Abrasive Blaster. On 07/24/12, the Abrasive Blaster was exposed to noise dose of 493% over a 209 minute period. 493% is equivalent to ab 8-hour time-weighted average sound level of 101.5 dBA. All provisions of 29 CFR 1910.95(c) through (n) must be covered in a hearing conservation program. Key elements include, but are not limited to the following: 1. Noise level monitoring. 2. Audiometric testing. 3. Wearing of hearing protectors. 4. Training program. 5. Record keeping. Abatement Documentation and Abatement Certification required.
