Employees were observed working on roof top of a 35 feet building performing painting without any means of fall protection being used, thereby exposing employees to a 35 feet fall to ground. 29 CFR 1926.1053(b)(1): Because of the portable ladder's length, the ladder side rails did not extend to at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access and the ladder was not secured at its top to a rigid support, and a grasping device, such as a garbrail, was not provided to assist the employees in mounting and dismounting the ladder:    a)  700 Speedwell Ave, Morris Plain, NJ.    A ladder being used to gain access onto a roof top extended approximately 2 feet above landing exposing employees to a fall hazard.                         Violation observed on or about 06/27/2012.
