29 CFR 1926.451(h)(1):  In addition to wearing hardhats each employee on a scaffold shall be provided with additional protection from falling hand tools, debris, and other small objects through the installation of toeboards, screens, or guardrail systems, or through the erection of debris nets, catch platforms, or canopy structures that contain or deflect the falling objects. When the falling objects are too large, heavy or massive to be contained or deflected by any of the above-listed measures, the employer shall place such potential falling objects away from the edge of the surface from which they could fall and shall secure those materials as necessary to prevent their falling.    On or about at 6/28/12 at 230 Wildcat Hill Drive, Tiger, GA:  Employees were exposed to struck- by hazard, while preforming masonry work from the scaffolds. The employer failed to install toeboards on the scaffolds working levels to protect workers below from falling objects. The scaffold was 7.2' without toeboards.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    On or about at 6/28/12 at 230 Wildcat Hill Drive, Tiger, GA:  The employer failed to ensure that his employees were protected from a fall of 10.7' to the lower level while laying CMU and bricks on the building under construction, the employees were without any fall protection.
