29 CFR 1910.1200(e)(1):     The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a. Where chemical products were used, including solvent based paints, primers, and components, thinners, and other products, with systemic health hazard risks and fire hazard risks, a comprehensive chemical hazard communication program was not developed and maintained, including a written program, ensuring all material safety data sheets were present and kept in an organized manner for ready retrieval and training, and that training was provided on all health hazards and controls (such as ventilation and respirator use), and all fire hazards and controls (such as ensuring grounding, bonding, covering containers and trash cans containing combustible residue, and ensuring no ignition sources during use of flammable liquids).    Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citation(s).

29 CFR 1910.134(c)(1):     A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:    a. Where chemical products were used, including solvent based paints, primers, and components, thinners, and other products, a comprehensive respiratory protection program was not developed and written, including a description of the respirators used, change schedule for cartridge replacement, providing a medical evaluation for users, providing fit testing according to the osha standard protocol, training, and periodic evaluation by the person responsible for the program.    Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citation(s).
