The employer had not developed a hazard communication program.  This condition exposed employees to inhalation and contact hazards.

29 CFR 1926.451(b)(1):     Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii):    At the south side of the worksite, on July 5, 2012, employees were applying stucco from level 2 of the fabricated frame scaffold.  Sections of level 2 were provided with only 1 and 2 planks leaving a gap of approximately 18 iand 27 inches.  This condition exposed employees to falling through to the next level.
