29 CFR 1926.1053(b)(6): Ladders shall be used only on stable and level surfaces unless secured to prevent accidental displacement. a. At the site, employees were installing expansion joints for ceramic tile in a diving pool located within a natatorium with a ladder as the only means of egress from the pool. The ladder was positioned on an incline without being properly secured, thereby exposing the employees to a fall hazard at a max height of 9 feet.
